Walker makes plans for state budget surplus

Governor Scott Walker is boasting about a surplus this year, but spending plans might change that in the next budget year.

The Walker administration says they'll end the current state budget period with a $342 million surplus.

The governor has plans for state revenue. He's told Republicans that he wants to cut income taxes in the next budget, and tie state aid for public schools and colleges to student performance.

Democrats lack the votes to stop the GOP, and they're pressing the governor to "undo the damage" from last year's union bargaining restrictions.
